Incorrect replacements for spaces in downloaded file names

Description
It seems that after some recent update of web-browser Firefox, spaces in downloaded job file names are replaced with "%20". There isn't such the issue, say, for verifier input files.

Fixed in fix_8612. But russian file names are not suppored anymore. It seems like Firefox bug as it doesn't unquote symbols of files' names (russian symbols are not unquoted also). If you want support of russian symbols in other browsers, I should make another change to support it not only for job files.

Unfortunately much software and services still have an inadequate support of non-English symbols still in the 21st century. So, let's respect their limitations and hope that in several years we will be able to get rid at least of some assumptions. From practical point of view you should disable non-English symbols for file names of jobs and always generate names of downloaded archives in English.
BTW, it seems that at least some software contains some workarounds and allow to download/upload files with, say, Russian symbols as well as with spaces in their names fairly. But I am not sure that we need to do the same.
