2 different buttons "Save" on Settings page

Description
Settings page contains 2 different "Save" buttons for Settings and for Notification blocks.
It lead to misunderstanding when press "Save" at the bottom of page it is expected to save all Setting, but this button applies to Notification.
Propose to join "Save" buttons to one.

My proposal is to hide notification settings at all until we will get to #6821 since they didn't work properly now. But then there shouldn't be 2 Save buttons.

Notifications were hidden in branch "feature_7292". "Save" buttons will be merged in #6821.
