Do not wait when job or task solution is ready

Description
It looks like Native Scheduler delays solutions processing considerably that in some cases, like tests, can waste more time than for solving corresponding tasks. Also it isn't great to wait additional 10-20 seconds till Native Scheduler processes job solutions.

Implemented in 8482-solushion-waiting.
- Target version changed from 1.0 to 0.2
Most likely this improvement will considerably help to reduce a total wall time for trivial tasks, so, I would like to see this in Klever 0.2.

The main obstacle wasn't eliminated. After I see a decision statistics about 1 minute elapses before a corresponding task becomes finished.

It perfectly works now! So I merged the branch to master in 9ca3d25e.
