Removing unused files do not work for service files

Description
By some reason I have about 5 thousands of files within directory media/Service which are obviously unused because of no verification job is decided. Unfortunately Manager can not delete these files using the corresponding action in Manager tools.
- Due date set to 09/27/2017
- Status changed from New to Resolved
- % Done changed from 0 to 100
These files are used by Task/Solution models. Tasks are not deleted after the job decision by some reasons. For example, if there are finished tasks without solution. In this case I preserve tasks for users to analize the problem. So I've added new button on manager panel "Remove tasks for not solving jobs" (Not solved, Pending, Corrupted, Terminated, Cancelled, Finished, Failed). Implemented in branch "feature_8397".

- Priority changed from High to Urgent
- Status changed from Resolved to Closed
I merged the branch to master in c98caf70.
