Restore submiting of specific errors on timelimits and memlimits

Description
After minor refactoring of Scheduler and VTG verification verdicts processing has been chenged. After that we have missed timeout and memlimit specific error submission. It should be restored.

- Priority changed from Urgent to Immediate
After mentioned refactoring this processing is performed in VTG strategies.

- Status changed from Resolved to Open
I insist on using BencExec statuses for detecting time/memory outs rather than comparing of consumed resources and limits.

Fixed by Ilja in 888b063 to the specified branch.

Unfortunately the suggested fix doesn't work by some reason.

After I fixed the blocking issue #8370 everything works as it was before. So, I merged the branch to master in be75f4f9.
