Merge configurations properly

Description
There is a special routine for this core.utils.merge_confs but sometimes standard dictionary updates are used. As far as I know this is the case just for merging AVTG plugin configurations and this causes to duplicate corresponding options even though just a couple of them should be rewritten. Do not forget to get rid of option duplicates after this bug will be fixed.

I don't think that this issue is of high importance at all.

Due to this issue the rule specification base looks ugly regarding EMG options. Moreover, duplicates cause tricky issues always.
