Use "Python 3" in PyCharm settings instead of "Python 3.4" for python interpreter

Description
Some users may use Ubuntu 16.04 with default Python 3.5 there. It is not very handy to deal with a lot of changed PyCharm files in repository every time.

I implemented this in branch python-3 that I merged to master in 8c21d17. After update to this commit one will need to follow new instructions and respecify Python interpreter.
BTW, I think that if one followed that instruction then one hadn't any problems. For instance, I could denote Python 2.7 as Python 3.
PS: although Python 3.5 and higher can be used for interpreting, all source code should be in compliance with Python 3.4. Moving to Python 3.5 can be considered separately but not immediately.
