Clearly separate errors reported to users and to tools

Description
All errors reported to users should be translatable and all error reported to tools should be in English. I assume to have corresponding exception if this isn't fulfilled since consequences can be very unpleasant.
- Priority changed from High to Low
Now only "Unknown error" is not translatable for users and some errors for uploading tags are translatable for tools (because the same functions are used for users and tools). If you find any other cases report it.

I don't understand, why "Unknown error" is not translated for users. Besides I suppose to separate access points for users and tools when they deal with tags so that users will get translated messages, while tools will get error messages in English.

"Unknown error" happens when there is bug in bridge or user does something wrong (trying to hack the system for example).

Why you can't translate it for the user? As far as I understand, user and non-user interfaces are separated quite well except for tags.
