At the moment requirements base consists of almost 1 thousands of lines just for open source project adjustments. But different parts of this base are often independent from each other, e.g. there is no common stuff between Linux and Zephir. It is naturally to split corresponding parts into individual files (that will simplify development considerably) while internally all files will be combined together, in particular to reuse common stuff.
