Time statistics for RI is incorrectly calculated in local launches

Description

Alexey noticed that for the last reference launch, I have made locally, time statistics for RI is uncompleted. I investigated a problem a bit, it seems that for each local launch RI time statistics is corrupted (look at QA statistics for example), while distributed launches work well. It may be related with races among several rules/drivers or something else.
