Klever

A long ago deployment scripts distinguished cases when particular updates and service restarts were necessary. For instance, it is not necessary to update Klever and re-install Klever Bridge if Klever version does not change, it is not necessary to restart services when updating verification backends and build bases. Now everything is updated and all services are restarted always. Sometimes this is not great, e.g. when users analyze verification results or when some verification jobs are solved.
