CSD behaves nondeterministically with FS drivers and rules 32_7a, 118_1a

Description

I have noticed that for rule models 32_7a and 118_1a not all drivers are verified successfully sometimes. Investigation has shown that the problem is related with CSD that fails to process FS drivers sometimes:

Service description 'http://localhost:8087/csd142082012192414?wsdl' can't be loaded: 500 Can't connect to localhost:8087 (Connection refused)

It looks like command streams are created properly and for all FS drivers. But then something goes wrong and DEG doesn't obtain some drivers.
