KB admin interface in stats server

Description

We would like to have especial page in stats server to manage records in KB.

The page should list all available KB records and provide the following operations:

- delete a record;

- edit a record;

- add a new record;

- clear KB (delete all records);
- export KB to text format;

- import KB from text format (existing records are modified only if there is an importing record with the same name).

It should be based on the current implementation of KB manipulation interface. If it will be extended (add export/import and clear KB) and will contain all KB records without any restrictions, it will be like the required one.
