Description

After merging with GCC 7.3.0 in addition to numerous improvements we got a considerable headache like #9574. When solving that issue I disabled bootstrap. So, now CIF is built just one time by a system compiler (g++ rather than gcc). Unfortunately it still comes with the C++ support although this is disabled in configuration explicitly. I guess that the C++ support takes quite much time during a build. Besides, modern CIF distributions occupies 5 times more space on disk mostly because of they include useless C++ stuff.
