rcv-launcher is too greedy: it requires almost the same amount of CPU as pblast.opt

Description

So, when I'm running verification of all drivers, I see that pblast.opt occupies about 25% of CPU and rcv-launcher occupies about 20% of CPU during the whole verification process. But this isn't the case for the memory: rcv-launcher takes about 20 Mb, while pblast.opt is limited just with a value of RCV_MEMLIMIT (it's 6000 Mb on my machine).
