Description

The bug takes place at solving tests. At solving drivers I do not observe any problems.

At solving tasks it shows that 100% of tasks and subjobs are solved but many tasks are not even generated and subjob not started.

I have added several workarounds to core-new-formats.

BTW, the problem not is due progress calculation. The main problem is Django development server, since it took too much time too send all reports even when the solution is finished.
