Pass source code just through C-backend if aspects are empty

Description
At the moment Weaver simulates empty aspects by /dev/null that causes CIF to perform all stages although actually just passing through C-backend is enough.

Suddenly I understood that it will be a great optimization of weaving if we will implement this feature.
