Description

Ilya Shchepetkov rewrote CIF in C++, that has some advantages. Let's update CIF in Klever and test it carefully.

I did this with a temporal version of new CIF in branch update-cif. Let's wait for testing results and update CIF in a more proper way.

After fixing some issues I updated CIF and Clade, ensured that tests passed and merged the branch to master in bae6d30. New Clade works well with existing build bases even though the way of invoking CIF slightly changed both in Clade and in Klever.
