Description

Several experiments demonstrated that there are various issues when generating build bases for the Klever's test suite on new Linux distributions like Debian 11 and openSUSE 15.2, while this worked well on Debian 9. Let's support generation of these build bases on Debian 9 by using Docker.

I did everything necessary in branch docker-build-bases. Let's wait for fresh build bases and CI's results on them.

Tests passes, so I merged the branch to master in 3118caa63. Now everybody can (re)generate build bases for Klever's test suite with help of Docker. You can read how to do that in the appropriate documentation's subsection.
