Test and fix if necessary deployment of Klever on Debian 10/11, Ubuntu 20.04 and openSUSE 15.3

Description
Unofficially users started to deploy Klever on more actual Linux distributions long ago. The current officially supported list is as follows:
- Debian 9
- Ubuntu 18.04
- openSUSE 15.2
I suggest to test and add support for:
- Debian 10/11
- Ubuntu 20.04
- openSUSE 15.3
Maybe some fixes will be necessary.

There is too little sense to do these issues.
I tested that deployment scripts work for openSUSE 15.3. Indeed, it was necessary to switch to the binary version of the psycopg2 Python package. It was implemented in branch switch-to-psycopg2-binary that passed tests and that was merged to master in ce5917128.

Since now we will not support Klever deployment for Fedora, so you can try it on your own risk. Besides, we are welcome any related changes if one does need it.

I tested that Klever can be installed on Debian 10 and Ubuntu 18.04 like on Debian 9. Moreover, I added support for deployment on Debian 11 and Ubuntu 20.04 in branch debian-10-11-deploy. Let's wait for CI results.
